Here it goes, I have a NECVOX DVD Monitor (check signature), and I was trying to hook up a second monitor with a video output to a four inch monitor, well I messed up and touched the rca to a live wire and now I have a constant whining noise. The sound does not very it is the same whine. When I turn on the head unit it only makes the noice when the stereo starts to play, then when I push the button for the cd player to play it stops for like a second, until the cd player is activated, then I push the button for the Tuner to play and it stops till the Tuner is activated. I can turn the volume all the way up or all the way down and still the same whine. It is coming through the rear speakers (I think). The tuner doesn't have the RCA hooked to it any more, and I took the monitor off, so now I am left where I started plus a whining noise. I can't figure it out please help me.

Last time I touched an rca it was on a pioneer daq 9200 this gave the same buzzing you got.The component that went was a tiny coil(little black square) located inside the unit close to where the rca sockets were,It blew this coil that hard it disapeared and left a smoke mark on the inside of case.The second time it went I solderd a bit of fuse wire in instead and it's still going fine. These coils are for rca ground noise and you have one for each pair of outputs i.e.front/rear/sub. You can check if you have a multi meter the resistance between front rca and ground, sub rca and ground but when you check rear rca to ground I expect it will be open circuit NOTE unplug it before checking

So what you are saying, is I have to open the head unit or source, and look at where all of the rca connections are, and see if their burnt?? Is that the only way, I am not electronically inclined? I would hate to blow something else.

Best take it to repair shop then it won't cost a lot as the parts are cheap/commen,it's not like a chip gone.
