I'm not sure what's with my HU, but the RCA outs don't seem to be working. My amp is plugged in and turned on, green light. The subs 'burp' when I turn the HU on, but that's all. What could be wrong?

The easiest way to narrow it down would to try a different source that you know is working... something as simple as a Discman would work. Plug it into the amp just so you know its getting a signal. If its not the amp, then start tracing the problem back towards the HU. If your pre amps in fact DO NOT work.. you could look into getting a line level converter. They are usually about 20 bucks.
