What kind of head unit do you have? Does it make the noise only when the car is running? Does it change with the engine rpm? Does it make a noise when you skip tracks?....more details please

disconnect the rca's from the amp then start the car. If there is no noise reconnectthe rca's. Then disconnect the rca's from the head unit and start the car. I there is no noise then it is the head unit. If there is noise then you need a good set of shielded rca's. You can also try running the head unit power and ground directly to the battery. Good shielded rca's will have aluminum foil inside the insulation.

you probally have blown the pico fuse or the ground on the circuit board in the head unit pioneers are really bad about doing that if you plug and unplug the rca's while its on. if it is your head unit you can ground the outer terminal part on the rca's on the back of the hu just do one the grounds on the rca's are all connected together and it should fix it but dont touch the inner piece of the rca terminal to ground. i have always had problems with all of my pioneers hu and each time they do it i just ground the outside part of a rca terminal and it stops.

Pioneers always cut the pico fuse inside also make sure to run the power cords away from rca's
