if its like the old ones, you have to toggle the brake with a - switch and use a momentary for the +, thats what I did with the last one. go to ground (like the e brake), then press the momentary(like the foot brake)+, hope it helps.

Or you can use two toggle switches. One on the hand brake and one on the foot brake. +12 to footbrake, -12 volts on handbrake. Turn foot brake switch on, toggle hand brake on, off, then on again, turn off foot brake switch.
