I'm sure this has been covered and I apologize. since the search button has gone awol I'm sure there is alot of repeating . .
anyways,

My amps ( most in fact ) are always rated at 14 volts. do people actually get 14v to their amps in their cars? I was under the impression mine was giving 13 tops.
how do we get 14v? I saw the jacobs accuvolt,
is that the only way? why don't i see them in more installs?

Well, mos stock electrical systems will sit at 14 volts. Although when you run an amp for a continuous amount of time, it's drawing more amps that than the alt can put out so the voltage goes down and it doesn't sit at 14 all the time. For that u'd need to upgrade wire, alt, everything else involved with it.
