ripple is the difference between the peak output, and the lower output in the middle of it's usable range. In your ported box example, the peak output is about 3dB higher than the flatter passband below it.
Ripple is more typically used in reference to bandpass enclosures, where you have 2 peaks, high and low. Then the "trough" between the peaks. The ripple would be the spl output difference between the peaks, and the trough within the passband.

ripple is the measurement of usuable frequency response under a ported boxes peak?

with a ported box, it's the difference between the peak output, and the usable frequency above that. just like a bandpass, you have a lower frequency roll-off, and one at higher frequencies. with peak being just above the lower rolloff.
