ok i drive a ford escape and i want to build a 13-15 cubic foot box in the cargo area without being put in a wall class so how high can my box go before it is considered a wall?

I believe the rule is the box and all parts there of must be below the lowest window or somthing like that. But I would wait for the new rules to be sure.
