What all would it require to get the "ok" on throwing an official single point sanctioned event?

One thing I was curious about...the judges? For some reason I thought they had to be 'approved' you know?

no that i am not sure on but i dont think they have to be approved as long as they follow the rules in the 2003 rulebook
