First can a cargo van be used in SS no wall ? The only place I see in the rule's that say no cargo is the street class.
If they are ok to use how much and where can sound deadner be used BEHIND the b-pillar ? Now how much expanding foam can be used behind the b-pillar and where....how about silocone behind the b-pillar BUT above the window line ?

behind the b pillar you could use anything you want, and any amount of it, just don't modify the skin of the vehicle...and yes cargo vans are allowed in super street!
examples behind the b-pillar:
1. several tons of concrete
2. enough spray foam to insulate a house
3. 6" thick steel panels
you could even make your enclosure out of 4x4"s if you really wanted to, not that I am guessing you to be that insane!

I think the same rules apply in No wall class as they do for Street classes above the window line, limited dynamat, no filling large voids with foam, etc...

Correct, anything below the windowline and behind the b-pillar is fair game ala SS, but above the window line and behind the b-pillar should be treated as a street vehicle.

On the expanding foam,above the window line behind the b-pillar,can it be used bewteen the roof suport's to stop rattle's,not to add streanth. The factory used some sort of foam adheasive that has long since worn out.
