To answer your first picture, no, you cannot do that.
Rule 3-11a: The plane of the dash bounded in the front by the firewall, in the back by the trailing edge of the dash, and for a distance of 12 inches to the left and 12 inches to the right (measured horizontally) of the sensor placement location must be completely flat with respect to the ground.
Any surface within 12" of the sensor must be completely flat in respect to the ground.
In your second picture, you must have at least 13" between point 5 and 6, and 13" between 6 and 7, but they do not have to be the same.

I would like to know more about the following :
dash to floor (follow the striped line on the drawing) 5 - 6 - 7 - 8
Must all surfaces between 5-6 and 7-8 be the same ?
Someone a explanation that I can understand ? Because I'm not nativespeaking Engish so too complicated vocabulary is not my strongest point.

never mind ,I have it not over the mesure between the console and the door ,i know it is 13 inch ,but about the hight between floor and dash ,must this be the same HIGHT!!!!!!!!!,do you now understand ,its difficult to understand this pictures ,we have here an translation program ,and ??????? weird
