bondoing inside a house is it safe?

yes the fumes wont hurt you... even after long exposure.

sub box rads and door panels... i have to rein too but i'll do that outside or in the garage

I'd do it outside. you don't want your house smelling like body filler. Definitely don't sand that stuff inside your house.
