In the rules, there is stated that there can be a custom center console that don't displace more than 2 qubic feet.
is there any other limitations, like it must be lower than dash or seats must be in the car, so the center console does not interfere with normal use. width, heigth, anything?

You need to be able to do the string test...
You can not make it out of 22 mm mdf, only equalent material to the original one. You can not make it so it interefere with normal use.
In other words: It has to "look like" a original center console in your car..
