I have a 10W3-D4 and one of the coils went out. If I have the sub repaired by a local speaker repair shop will it still be legal to use it?

If the sub is repaired to the manufacturer's specifications, then you may use the sub. You cannot "beef up" or significantly modify the speaker or it will no longer be considered a commerically available component.
