I recently attended a db dragracing event in Tracy, CA I was told by the promoter that hearing protetion was not required at local events. Were they more concerned about making money or our safety? 2000 rules state, competitors must wear hearing protection while in the vehicle, or be disqualified.

The rules are very specific with regards to sitting inside the vehicle during the competition.
To answer your question regarding Local events, the ONLY thing that the show promoter can change is the classes that are offered. All of the other rules should be adhered to exactly as outlined in the rule book.
