What is the rule about removing the rear seat in street a, b, or c, I thought seats may be folded but not removed and the seat must be fully operational and fold back into place without removing any of the audio gear.

3-10c Seats may be folded for competition, but may not be removed from the vehicle. Competitors who fold their seats must be able to demonstrate that the installation of the sound system does not interfere with the normal operation of the seats that were folded.
Additional Guidelines:
•If a vehicle has more than 2 rows of seating, then the additional rows (3+) may be removed at the competitor's discretion.

where have you seen that and when you see that you should talk to a judge at that event

In the Pic you postet is the backseat the little black thing on the floor you can see. A Panda seat is not as the most seats you know. Its just a thin thing, mostly from leather or normal seatmaterial like carpet...
