In Street I would say No. The general guideline is more about amount of foam then the location. In Streetmax yes.

4"x10" in front of tail lights

On first photo #2 spot the fill area (expandable foam) is about 6"x10" under 1"thick.
It just impossible to get there, and I read somewhere, here on forum that foam is allowed in those "impossible to reach places". I just need a tad of foam.

That is to much foam.
The "rule" is not to fill bigger cavities than a fist.

how big is it?
How many cans of foam do you think it will take to fill it?
Where is it on the car?
Why is it there?

no foam here, or anywhere else in the car. Only the damping material under the texitile "****pit" - Allowed?

sorry for boring questions but I want it to be 100% legal!
