yes they can
you only need the 2 bars to get the seat in place
you don't need the clips to use the seats
it only looks optical better

2:

because they can't win (maybe this isn't correct, I don't see the topcrx players complaining, only other people)
and it's not only about the clips

3:

because the panda haters don't stop
