I would venture to say it would be good for max and up classes, due to it stating fleet and commercial use and no rear windows. Kinda like the new Dodge van that came out awhile ago with the larger cargo area.

Additional Guidelines for the Street Division:
Amplifiers used for non-subwoofer applications will not be counted. Amplifiers that are constructed in such a way as to circumvent the amp quantity limitation may be prohibited from use in this division or may count as multiple amplifiers. (Please see Section 14 for more information on amplification.) *Cargo vans and commercial vehicles are prohibited from competing in the Street Division*

It isn't a commercial vehicle. It is sold by normal dealers and by the fleet sales staff of gm, the same as cabs,taxis rental cars and police cars. It is sold through the same dealer network as the malibu classic and the outgoing u-vans.
It has no rear seats and no rear windows.
Does this make it not legal for a street class?

If the manufactuer considers it a cargo van or commercial vehicle, then yes its illegal.
I suggest that you read the rules a little more thoroughly, because this isnt the first time you have asked an obvious question, and I'm sure it wont be the last.
