My roof braces all broke due to SPL, this has negatively affected my score by about 3db, seeing as how it is a safety concern could a 3X certified judge please give me a ruling on if it would be legal to weld or expoxy them back together.

Yes, you can weld them back together.
Just make sure you do it the same way as factory.
Same amount of spots etc. and you should be just fine.

Perhaps take a few pics to prove that you have done it correctly.
