ok, i have understood form the rule book that a car competing in a certified DB event can only be registered to compete once and only in his class.

The Question is. What happens if when the car goes to be measured has a maulfunction of any kind and does not sound at all in the 30 seconds.

what happens ? can he measure again after checking the system ? can he re-enter by paying again the fee? can he measure again ? does he go cry somwhere else?

If you can show me the rule book and what it says that would be great !

most of the time when a competitor has a malfunction in qualifying a judge will allow them to attempt to qualify again. Sometimes judges will make a competitor pay for the re-run, sometimes they do not.

It is judges discretion.

99% of the time the judge will allow a re-run.
