do i have to have foot well on the passenger side of the vehicle can i have that covered as long as i can fit a average adult in it in the extreme class

This is addressed quite clearly in the rules. The dBDRA doesn't have any rules regarding "foot wells" per-se. You should be fine if you adhere to the "Passenger Compartment Guidelines" as outlined in the rule book.
