I am planning on competing for Sound quality and someone suggested that i add an equalizer to my system. I have the pioneer deh p8000r deck, 800a2, 600a4, to 2 focal 6.5 inch comps, and 2 kicker solos. Someone suggested that i buy the pioneer digital EQ. and another suggested that i get an audiocontrol EQT. Do you guys have any suggestions? I dont want to spend more than 400 bucks.

Both Pioneer digits 7600 and 9200 are good, but they have input sensitivity of only 500mv. Your head unit's maximum output is 4V.
Since a pair of EQTs may not be in your budget, you can try the EQL which has 12+12 bands, or the Phoenix Gold EQ215i which has 15 + 15 bands.
Assuming you are using the Xover in your head unit you won't be able to equalize your entire system with those, so an alternative would be AudioControl EQX or Phoenix EQ215x which both have high pass and low pass outputs.

I disagree with Audiophyle ... I have yet to see one system without an EQ that sounded good.
My grandfather with B&W Nautilus still uses an EQ ... his room passes THX Silver or whatever the better THX certification is. Those speakers are like +/- .05dB 30-25,000Hz.
