Partsexpress doesn't carry a 4 ohm version anymore. Any ideas where I can find a set?

Or maybe some information on where to get >25 watt non-inductive 1% (or 5%) resistors of the following values:

1.17 Ohms
9.70 Ohms

I don't know where to get 4 ohm L-pads but high power resistors are easy to get. You won't be able to get those exact values with a single resistor so you will need to have some in series and/or parallel to get the desired value. Or you could use a pair of potentiometers to make your own variable L-pad, but for 25 watt ones the prices are kind of high. Here are a few online stores that I know carry high power resistors: www.alliedelec.com , www.digikey.com , or www.mouser.com . As for brands that make them I know of Dale/Vishay and Ohmite; I have used these brands before and know that they make very good high power resistors.
