I avoid seatbelt bolts as much as possible. I always scuff the metal with a wire brush and run 2-3 screws around an O crimp for ground. There is usually tar material all over the bolt and sometimes the bolt brackets do not have good electrical continuity with the frame. Bascailly its a crapshoot. Sometimes they are great and sometimes they suck.

When in doubt, use an Ohm meter and measure the resistance of the ground you wish to use. It's worth the effort and can show any flaws in a heartbeat!
