I have a RF Punch 360a2 and it has a dial on it labeled crossover freq. I goes from like 40 to 210. Can someone explain which is best setting for the most bass possible?

A crossover gives nothing, it only takes away. If you move the dial from 50-100Hz the amount of bass at 40Hz stays the same.

The dial tells where the amp will begin to filter out frequencies above that point (for a sub anyway).
Usually, most people choose around 80Hz. A little lower will remove some of the boominess but then it may not sound as loud to your ears either.
