I usually start with just some basic degreaser, especially if it is really nasty like the inside of my doors. Then use Acetone right before application.
You must use beer to prep yourself for doing sound damping.

Clean with streak-free window cleaner (to dissolve hydrophobics), then, 2nd the acetone, should have very similar effects to MEK but more easily available, to clean off residue. I wouldn't worry too much about how quickly to apply after cleaning. Remember acetone is a room temperature evaporator with fairly high vapour density so don't use much, don't put your used paper towels in the trunk next to you. Then it'll be "real clean"
