can a person that was in street 1-2 and at world finals compete as a team this year(if the car does not belong to him but to someone else but this person is part of the team?

Transfering ownership to "team x" and competing as "team x" doesn't mean that you aren't you and the car isn't yours. In real-estate law, that's called a "flip" and is illegal because it's fraud. Not saying you're wanting to commit fraud, but it would be an abuse of the rules and a blatant way around them as written.
Now, if it were a new vehicle entirely, and you weren't the primary or only member of "team x", and the majority of member of "team x" aren't former world finals competitors - then it could possibly be allowable.
I mailed Wayne to see if he'll make a more clear ruling, but this is my interpretation, based on all the intent discussions and what's in the rules.
