for example, competitor wants to get a big number for the spl portion, aswell as a good score on the rta, obviously a vehicle doing 160db is going to have a huge spike on the lowest 2 octaves. So basically my question is could a competitor have 2 different set ups within one vehicle one for SPL and one for sq? Systems would be changed with the push of a button or flick of a switch.

OK I will take a stab at this, Wayne can chime in if I am incorrect. First off, if it does not break any other rules I don't see the problem.
But to do so would be rather pointless because you have two separate runs, 1 for spl and 1 for RTA. So you would have time between runs to set your system for each part of the format. No need to run two separate systems. Get a good EQ and set it up for each respective run and you will be fine.
You will quickly find that a well rounded system will do both very well with proper testing and set up.

That would be the way to do it.
