I usually sand the area lightly then wipe it with thinner to make sure it is clean. You can not use regular body filler for plastic work it will sluff off. I use "Evercoat" brand "Plastic Works VETTE PANEL ADHESIVE/FILLER" this is the best for molding plastics. It mixes and works just like bondo. (Evercoat part #100870)
I would also drill a few holes in the area to be molded to so the filler can be pushed through to the back side for more strength.

Because my factory kicks are one piece from front to the back door jamb, including step panel.
if I vinyl these I'm not as concerned with lifting, but if I get brave and decide to paint, I need something that will no lift. I prepped the plastic by taking a wire wheel to them, they are nicely grooved now. even so, some of the initial fiberglass lifted off. So no, when I get the the finishing I need to make sure it won't crack and lift. What is the best prep for wiping any impurities of the plastic befor bondo'ing. I guess I'll pop by the paint supply shop before work tomorrow

Alcohol still seems to be the best way to clean plastic parts to be free of any impurities that may cause problems. It'll clean up the oily handprints, and clean off the dust, and all of that Armor All crap people tend to put on everything. :0)
