In the Q&A section there is this answer to the normal use question:

"...The competitor may adjust the seat any way they wish,provided the resultant seat position is intended for normal operation of the vehicle."

My question is does this ruling apply to the passenger seat? The reason is in my car,I can adjust the passenger seat in such a way that it rests almost horizontally with the rear seat.

Is this legal?
