Before becoming a rep the person was in Super Street 3-4. Can he still compete in this class or is in disallowed. Also how would it work at an IDBL comp.

In dB Drags...there are no "handicaps" for being a sales rep. The class you would run is determined by your install.

In IDBL...you would be in either the advanced class or Ultimate class...depending on your install. In IDBL...the total cone volume , your involvement in the audio industry, and the modifications done to your vehicle is considered when being assigned to run a particular class.
