I installed a Audio Control THREE.1, which can put out a solid 12Volts. My two PPI amps can accept input voltages of like 2milivolts to 12Volts, so I turned the gains on the PPI amps ALL the way down, but the volume really isn't very loud... I thought the line driver would drive the amp to it's full cababilities at minimum gain? My amps can get allot louder running off of just my 2Volt-pre-out head unit, (when I turn up the gains) and there is still no distortion. What am I forgetting guys?

As you said you have two PPI amps that can take up to 12Volts and you have one line driver that can do 12volts that means each amp is seeing 6 volts and your ppi amps need 12 volt in order for you to turn the gains all the way down you don't have that you only have 6 volts, try setting the gains to about 1/3 to 1/2 and that should do it

So my THREE.1 dosn't give 12Volts out to each pair of outputs? On the back of it, there is a Front Highpass, a Rear Highpass, and a lowpass... Each of the three gains have their own RCAs...

Nono, that 12V is total output. That's how all the line driver I have had were rated but I have never worked with a Audio Control line driver before eather

The line driver can do 13 Volts Peak on all of the outputs, it doesn't add up all the outputs.
Have you adjusted the line driver voltage like they say in the manual? If the gain structure of the system isn't set properly you won't get any benefit fro a line driver. You probably need to adjust the gain of the amp up from the minimum setting. If the minimum really does equate to 12V you still don't want your gain set there. Since most of the time your music isn't recorded at full volume, you won't get max power with the gain set this way. If you feel that the 3.1 is adjusted correctly, just go back and adjust the gain on the amp again.
